Clermont School of Business contributes to national research on employment and inclusion

Researchers from Clermont School of Business recently co-authored, alongside Céreq (Centre for Studies and Research on Qualifications), a major scientific contribution dedicated to the Territoires zéro chômeur de longue durée (TZCLD) scheme. This work, carried out for DARES (Directorate for Research, Studies and Statistics), resulted in a 182-page report made public on September 23, 2025.

A key report for the national evaluation of the TZCLD scheme

Entitled “Specificities of the participants and companies in the TZCLD experiment: a pathways-based approach,” this research is part of the overall evaluation of the TZCLD scheme, led by several national institutions (Igas, Cese, Court of Auditors, High Commissioner for Strategy and Planning, Ministry of Labor). It comes at a major political moment, as the conclusions of these evaluations will inform the parliamentary debate on extending the scheme at the end of 2025.

Among the authors, two researchers from Clermont SB stand out:

  • Marina Bourgain, Associate Professor in HR/Management at Clermont School of Business and researcher at CleRMa (Clermont Research Management), Director of the Céreq-Clermont Associated Center,
  • Jennifer Deram, postdoctoral researcher at Céreq, CleRMa (Clermont Research Management), and Clermont School of Business.

Based on a qualitative methodology involving a 12-month immersive study and 120 interviews (half of which with employees of 11 job-oriented companies), the report provides an independent assessment of this innovative scheme, designed and developed by grassroots actors faced with long-term unemployment, job insecurity, and social invisibility.

Since 2017, more than 5,600 people have been hired in job-oriented companies for sustainable, useful jobs that do not compete with the local economy. The scheme’s shared and decentralized governance model enables the creation of local, concrete solutions tailored to the skills of those far from employment.

This report illustrates the ability of Clermont SB and the CleRMa research laboratory to inform public policy through research. The TZCLD experiment offers a unique field for understanding local employment dynamics and proposing concrete levers for action to serve territories and foster inclusion.
